Currently avatar uploads are not working. I am aware. It is because I am trying to turn on animated GIF avatars. It might take a week to figure out. Just be aware.

That would almost guarantee me wanting to avoid having to see them. Those always take so long to load and are incredibly annoying. I've already turned off see signatures for the same reason.

They would have the same size limits and restrictions as current avatars. I am pretty strict on size requirements on avatars.

But the motion means there is a separate picture for every movement and they all have to load. Even as fast as my connections usually are now, or can be annoying.
Can I turn it off on the app but leave it on for the laptop?

I try to use Chrome personally, but IE is the standard at work, so I'm stuck with it.

There wouldn't be a speed hit and the images that are static would be better looking. Animated avatars are very limited.

It's not really performance that I'm worried about. The avatars are pretty big right now and animated they could be very annoying. But that's just my opinion - if I don't like it, I can fix it on my end.
