All-Star Legality Question Level 2

Is this lift legal in level 2? The flyers foot starts on the base’s back before she steps up and jumps over, passing over the torso. Would this base on the ground be considered a “separate individual” or not?

According to the rules: “No individual may move over or under another separate stunt or individual”

I know that leap frogs are considered legal in level 2 because the flyer is connected to the backspot as she passes over.

Any clarity would be appreciated
