Level 1 Shoulder Sit

Is it legal for a toss to shoulder sit to be assisted?

Tosses are not allowed in Level 1.

If the base/back has hands on the flyers waist until seated on the shoulders then that would be legal. So it looks like a toss but there is no loss of contact
