Level 2 Leap Frog

I was wondering if the leap frog that happens in their pyramid (the outside groups) around 2:17 is legal in level 2? I thought that it couldn't involve changing bases and they clearly change bases here. Unless there is something I am not seeing that makes it legal.

It's legal. It wouldn't be considered changing bases because one base, the post, doesn't change.

I also don't think L2 says anything about changing bases except in release moves which aren't allowed in L2.
