can a person born on aug 31st cheat the system? like say.. you were born at 4pm.. technically at midnight you are still eighteen.. haha always wondered this.

I would imagine the rule stands based on the d.o.b. on their birth certificate. And even if they're born at 4pm, their birthday is still 8/31.

If you were born on or after midnight your d.o.b would technically be 9/1
