My daughter is a base but she has not hit a growth spurt like the rest of the girls her age. What should she be doing to make herself a stronger better base?

tricep dips work wonders for your arms! What you do is do a chair sit in front (like the tumble track at the gym), and support yourself with your arms, and bend your arms kinda like a reverse push up if that makes sense.
and wall sits are great for strengthening legs! Last year my coaches for my S4 would have us line up in wall sits and then they would walk across our legs, and then our flyers would all walk on our legs too. Painful, but effective.
