Since there are also quite a few At-Large teams that barely got 100 points out of the 150 possible, I think they should start with 1/2 (=75 points min)

yeah but they won't be in finals. The team with the 55 and the team with the 59 will be.

My suggestion for a rule next year: Top 3 from each country, but if a team doesn't score at least 2/3rds of whatever the base score is, then the next highest score out of EVERYONE goes.

I like that idea. Sounds much better than the current system.
