why have separate ID cards?

Some states charge for state IDs (Illinois charges $20 per card) so each league would have to charge $20 more per child, and as the child ages they look different than they did when they first got the card, making it easier to put in ringers. IDs are rather cheap to have made, only a couple of bucks and you get a current picture of every child.

Our PAL football league issues new id cards every year with updated pictures of the players. It would just mean a little more effort on the governing bodies.

This issue is the same in rec all star as regular allstar regarding ages...When my daughter did AllStar there were teams of kids who I knew for a fact were two years older than the division they were competing in that were out on the mat. Also, AllStar cheerleaders are not supposed to be allowed to crossover to Rec teams yet at a competition last year I watched a bunch of girls from an allstar team change into their rec unis in the stands & then go on the mat as part of a rec team.

I am not sure about the cross over rule and not quite sure how it would work. For our rec, the only requirement is that you have to live in the township (and of course pay your fee), other than that if a child cheers for AS, I do not see why they can not do rec.....I think that is what a Rec program is all about; providing recreational activities for it's residence......Not saying that it does not create an advantage to the rec team she is cheering for, but there really is no rule about it.....Now the EP's for a specific competition my have their own rules such as no cross overs from AS to Rec for that particular competition, I do know.....

If we ever go to AS, I'd like to think that my CP would still cheer fall rec until high school so she could cheer football (football is done through rec leagues until high school here - no middle school football). It wouldn't be about "stacking" her rec team, but about her still having the opportunity to do sideline with the girls she's become friends with and cheering on the boys she goes to school with. The big competitions are the winter ones anyway. Around here, we have AS girls on HS teams, AS on rec would just be the younger version of this.
