All-Star Last place team got summit bid?

Can someone please explain to me how a Level 1 team who got last place out of 12 Level 1 teams would have ended up with a Wildcard summit bid? This team earned an 87 and came in last place across all Level 1 teams.

Is it really possible that every other level 1 team already had a bid? Or that every team declined the wildcard bid?

Our gym made the choice not to compete USASF this year due to USAG and USTA conflicts, but it’s frustrating to see this local competing team get a bid with an 87 (especially knowing that any of our level 1 teams could outscore them by a mile, and their kids have been pretty nasty to ours.)

Please educate me because I’m totally perplexed!
 
Every team that wants to go to Summit can find a bid somewhere. I saw some competition that gave out 9 bids and there were only 9 teams up for them. I'm not sure why the competition was even allowed to give out that many.
