The HS that I coach at is in a league that was ground-bound briefly a number of years ago. A cheerleader got hurt at a football game and the league ground bound all the schools. It was overturned in court, basically on a technicality that the league knee-jerked a reaction without input from the public.
There are many reasons for not wanting cheer to be considered a sport, but at least with state oversight, something like that can't happen.
