Here's two ideas. The first is pretty straight forward, the second uses some song titles from 80's rock hits so it's a little more subtle but probably more fitting with the theme!

Caroll County's how we rock, on top is how we roll!
Blood sweat and tears, you fear the black and gold!

It's Caroll County, black and gold, and this is our time!
