What Is A Stepping Stone Transition/pyramid?

Hi I'm coaching pop warner and in our rule book we have a line under pyramid that says:
Stepping Stone transition/pyramids are permitted provided at least one base

remains in contact with the flyer during the entire transition.
Can someone esplain to me what that is?
 
If I remember correctly from coaching rec, I think that's how they refer to tick tocks. Correct me if i'm wrong..
 
That would be where you start at sponge level and go up to extended one foot and one level at a time.

So one leg goes to prep then the other. Then one leg to extended then the other. Its like you are stepping up to the top.

After loading in, the bases extend one at a time, example, base 1 goes to half, while base 2 stays in squish, then base 2 goes to full, and base 1 goes to full as well
