The same reason they can only compete 13 people... because they're west virginia.

Wait, are you serious with the 13 people rule? How do the schools even get insurance coverage? Absolutely crazy!!

Unless things have changed since I did choreography out that way last (which was about a year ago). No clue on how schools get insurance coverage. The athletes are also not allowed to cheer allstar and high school at the same time (which is a state rule).
