All-Star Athlete Membership

I'm trying to find out when/how to sign my athletes up for registered athlete memberships (aka the free version) and when it will be available. I've looked all over the USASF's website and everything I've seen says July, but that has past. I did notice they've updated the registration page but still, only the full version is available. Any help would be greatly appreciated.
