Ball, Full-down Basket

We have a highlight basket in our junior 3 routine where the flyer does a full-down basket during which she does a balled body position.
I would naturally assume that this is not legal as I would see two skills being performed during the toss. I'm being told that the ball does not count as a skill right now.
In a twisting basket no other skills are allowed.
I am also aware that a *ball-x* is a level 3 exception* basket.
So by this logic the basket is not legal.
I need someone to help me confirm or deny this because nice brought it up, but it still got put in.
It's one of those when you know something but ignore it then get dinged for it. Someone put my mind a ease please.
 
In a ball kick double basket, the ball is counted as one of four skills. I am sure that most places you go, the ball will count as a skill. When I did allstar, my level 4 team had a ball twist basket and it was counted as a level 4 skill. I wouldn't risk it!

If it is tuck position followed by single twist, it is illegal at level 3
