I've seen Illinois teams at NCA, is that rule new? And Arizona teams go to UCA.

Plus I was told that Newro (NY) is going to UCA 2016... so clearly, exceptions have been made.

None from my conference could really be competitive at UCA (although my HS team went to regionals for the first time ever and did decent with 12 girls, two elite stunts and 2 airborne tumblers), I'm thinking of some of the southern VA schools that would demolish at UCA.
I was told that the VHSL score sheet is being changed in hopes to eventually send teams to UCA. The tumbling standard and stunting standard has changed dramatically, to the point that full team bhs doesn't even get you to the medium point range. I wouldn't be surprised if the rules changed in the next 3 years.

Living and growing up in South East VA I would say I would be very surprised if VHSL made a poop to allowing out of state competition. They have been notoriously very strict on competition guidelines for all sports. The shift would require a major overhaul to allow all sports the same opportunity and I don't foresee that in the near future. Virginia still doesn't even have divisions for teams. You are placed in a conference based off of the population of your school district. From there number of athletes, male to female ratio, and skill set (i.e. Tumble/not tumble) are nonexistent. I am by no means saying that it could not happen and would be thrilled if it did, I am just saying it took years to get the minor changes we have I personally don't see it happening.
We did switch to a UCA scoresheet this year. My understanding is that this was done to try and create a more level playing field for all teams. For example (and as a side note I think they are both phenomenal programs) Hickory and Grassfield would both be two of the states most likely to be successful teams. In the 2014 season both teams were pretty much untouchable in their conferences. Hickory stunt difficulty couldn't be matched and Grassfield tumbling was easily the best in the state. They both owned their conferences because they excelled in their strong areas. The new scoresheet was put into place to force teams like these two to push their weaker areas to try and become more of a total package. There are still some issues with the scoring and adapting to get use to it. Grassfield with squad toe backs, pretty close to squad layouts and six fulls, would find that their straight up stunts wouldn't take them nearly as far in the UCA national circuit. So while I think the new scoring was used for good reasons and the betterment of the state cheer program, I do not believe the end result was intended to work towards the addition of a national event for these teams.

I do see a lot of the similarities in the VHSL rubric to the rubric I see teams compete at UCA (i.e. lo-hi rewinds in pyramids, 1 1/2 and double ups, and a more interest in the cheer crowd participation). Seeing the rubric change these teams, for the better, just in a matter of 4 years is very inspiring and hopeful! But a long with that, I could go in a whole rant on how the rubric was actually used (or NOT used) by judges varying from conferences and regions. A lot of these judges are not well informed on the new rubric and are still scoring based on the older rubric which later results teams to have an inconsistency in scoring from each competition. For example, I am an assistant coach at Nansemond River High School. This year we went from the 4A division to 5A and was determined to place at states; the year before we placed 2nd. At conference we scored in the mid-high 200's our of 300. At regionals we scored around the same, even a little higher. Once we hit states we dropped 90 whole points. I whole heartedly agree we scored close to what we should have at States according to the rubric, but what were the other judges judging us at conference and regionals?? The inconsistency just heart wrenching. To tell your kids they dropped 90 points with nearly the same routine is something you hate doing, but that is cheer!

Judging inconsistencies are the worst. I'm still bitter about losing out on top four of districts when I was a sophomore by 1 point, to a rival team who went straight up in every single stunt.

Unless your in a state that specifically says you can't go I guess it's up to the school board like it is for my school. We're going to our regional this coming weekend.
And funny enough new ro is the next town over for me!

We all know the feeling all too well. People never really realize how political cheer can be from both the athlete and coaches perspective. There was a team that beat us in regionals a few years ago and we were only 2 points away too. Happens to the best of us

Just a general question but in your opinion would you say that the judging in your state (for your state competition) is super biased? In Iowa it is and it's such a pain...

For the Wisconsin state/region competition it is. WACPC is what runs our regionals/state and it it always seems that the teams who have coaches that are active like WACPC members always win...example a team that dropped a ton at state (whose coach is a big WACPC member) won state where as teams who didn't drop anything didn't even place :/.
Also in the past it seemed they always favorited the "small" kinda from "no where teams", like with in our divisions. It used to be small was 11 and below and medium was 12-20....but like at a normal competiton 12-20 is basically the normal small,medium and large divisions all combined...it was annoying. Finally they added an super small division for 11 and below for this super small teams and now the other divisions are normal.

That super small division sounds cool. Are the teams in that division sharper than others?

In the super small or the one that won with the coach as active member? In my opinion, yes there were sharper teams and just better overall teams.
