Icu Statutes For Foreign Members: Following The Statutes Or Not?

I wonder which countries have already encountered this issue due to a recent addition to the ICU membership statutes (imposed by the OC and Sport Accord!), stating clearly that: "no National Cheer Federation that represents more than one (1) sport shall be admitted".
Does it mean that any foreign federation that handles other sport than cheerleading within their organization is not entitled to apply for ICU membership??
