I do track and field athletics over here in the UK and will say that even at youth amateur level there is still shocking inconsistencies with appeal processes, not so much due to money and investment like in the article - but athletes and officials assuming that because a coach is well known in the athletics circuit, they are always right. "If they bring up an appeal it will definitely be legit" so little investigation is done.
I HATE IT. And in turn the athletes coached by these coaches, know he/she is well known and think they can get away with any kind of behaviour on the track and they won't get pulled up for it. And they don't.
Its like assuming that because someone has the word Dr. before their name they are always right.
