Is that only if it's a partial bid then the team gets a full paid? Hahaha I thought they were just thrown out, but I guess that would just make sense for at larges!

At-larges are discarded. They are only "passed down" if a team refuses their bid within the specified window. For Partial Paids, if a team who had one receives a full paid somewhere else, then the partials are passed along.
