Is it legal to do a quarter up straight to lib in level 1?

Bases or on their knees for a leg stand. Flyer's foot is parallel to the bases' leg and their hips are squared to the front. Flyer dips and turns to face the side and immediately pulls a liberty.

Yes you can 1/4 up to anything you want on the knee
