Is a windmill legal at level 4??

As shown in the video, this would be legal. Just be sure to meet the requirement for Stunts A and have a spotter.

We do this (the windmill part) in the dance for my Open 4.2 team and it's legal and there are no spotters required (at least we did not get an notice of it at the last competition we were at two weeks ago).

My reference for a spotter was meant for the toss hands/press extension portion of the video where there was no visible spotter for the skill at extended level.
