is it legal for level one to go from an assisted extension to a flat back? they would still be connected to the outside prep level assistants. i'm not sure if this counts as a release move.

Illegal. There is probably a way to do this where the bases maintain contact but that would need difficult... need to male sure bases hold both feet until prep level or below.
