I've locked all of the existing rules questions because 2012-13 USASF rules are about to be released and 2012-13 rules have already been released for AACCA and NFHS. If a topic needs to be unlocked so the discussion can continue please PM me. From this point forward we'll answer questions based on the 2012-13 rules unless specifically asked to use an older version.

No. Les said they would be delayed and he didn't know how long.
