i read on the USAF rules that it's not allowed. maybe if it's because of an injury or if you don't have enough time for an elite team anymore, you probably could ask if you could be moved back to prep
The rule I think you read is pertaining to the same season. An AS elite athlete can not crossover to an AS Prep team, or vice versa.

With that said, there is nothing I have seen or read that states a gym or customer can't go from an AS elite team one year (season) to AS Prep team the next season.
 
My kid was placed on a team that is competing at prep. Her and every girl on the team were elite last year. The team is a 2.1 because the girls were not all ready for level 2 tumbling and the age of some make them seniors. They still practice 3 hours a week and travel regionally and are treated by gym as elite. There are other prep teams that truly train, travel as prep at the gym, but they are all real young kids. So I don't think the rule pertains to different years. Clearly, I am not paying less, dd is still practicing just as much as last year with her team and travel is same. The gym just want them to move stunts to level 2 as all these girls are ready for that.
