I was on a level 3 team a few years ago that had 14 people that was pretty successful. It was also an Open/Co-Ed team (back when we still had Open level 3s) so it was rarely split into small and large. Was it easy? NOT AT ALL. But we worked through it. I think it just depends on the team.

There was a team at Cheersport with maybe 14 (3 stunt groups) and I think they came in 3rd against some very strong teams.

elite cheer sensation 2 years ago only had about 13 girls and won jamfest super nationals. sometimes having a small small team works in your favor.. especially at jambrands with the quanity grid.

This past year we won alot of Large Coed 3 competitions with 25 girls and one boy. Usually we were up against teams of 35 with at least 3 boys.

i remember seeing a group of 8?? in small sr 3 i dont think they won, but i gave them alot of props for going out there and giving it their best. they werent the best of lv 3's but still a hard thing to do!

i saw a group of 12 win 2 Nationals back to back. against groups of 18-20 kids!

I've seen teams of 12-14 do very well. If you're at a gym with only 8-10 level 3 tumblers who can stunt their buns off, you could easily put together a Senior 3 team of 12-14 with those numbers and do well on any scoring grid that takes quantity and majority skill into consideration.

Anyone who is old like me would probably remember Kennesaw State U's "dirty dozen".... 12 girls with full team tumbling who came in 2nd at NCA college nationals in 2002 against teams of 20. If anyone has a video, put it on youtube, because all I have is the vhs lol :)
