That's truly a tough one.
Since I'm not familiar with the scoresheets of Varsity Canada I can only give some generic advice (sorry). Maybe someone from Canada who knows the rules can chime in with more specific help.
- write down what you absolutely need to have to hit the scoresheet (how many structures, transitions, visuals, which stunts, tosses,...)
- since your athletes are senior-aged you can let them play around a little. Our coach sometimes gave us two stunts and let each group come up with a fun transition. Some of those made it into our routine, so you could tell them "these are the 3 things you have to do, I'll now give you 20 minutes to find fun transitions" they might surprise you.
- since skills in pyramids often are connected stunting skills from one level above, look at level 3 stunts and try to make them into a pyramid.

Small Junior Level 2 from the Summit
Illinois High School Cheer (with truly small teams in the small division), even though those teams are not level 2, you could get some inspiration for transitions/flow etc.
