What do you not understand about it? Seems pretty simple, it's s place where you can learn how to post and be somewhat protected from more experienced users if you make a faux pas.

Occasionally things get heated on the board. When that happens, people involved in the situation have a tendency of making an account, coming in here, and throwing a fit.

Plus it forces you to get a feel for the boards before you start posting, so you don't start a new thread about something we've discussed a million times.
