I suppose it's because that's one whole part of cheer you don't have to train for. Not having to worry about tumbling greatly reduces the burden on teams outside of the U.S. who lack access to facilities to train tumbling.

Level 5 is exclusive to non-USA teams, basically it's the previous level 5 restricted (not sure if still a summit division).

whats the cutoff for making into worlds finals in those divisions?
