it's apart of the uni, I checked the uniform wiki from this past season and its the black part.

I hope not, just because I think it looks really complete with the band of black on the bottom. They changed the logo from the earlier version of the uni, didn't they? I like the top a lot more now :)
*assuming/praying that something is up with the skirt so I'll just leave my opinion on that part til after a clarification...

I like this font wayyyy better on the Fame uni then the version they had at worlds
