All-Star Are Arabians A Legal Pass To Have On A Level 4?

I've recently started working on Arabians and I was unsure if the were legal to put in a tumbling pass on level 4?

Onodis are legal in level 4 though. It's kind of like an arabian, just putting your hands down.
