In looking for the rules regarding basket tosses, I came across this:

Basket tosses and other similar multi-base tosses are permitted only on appropriate mats, grass, rubberized and soft yielding surfaces.

What would a gym floor be considered? Is it an illegal surface?

I would never allow my team to throw baskets on a gym floor. To practice, since we don't have cheer mats, we use gymnastics mats and lots of spotters and only one group can throw at a time. Before competition we go to another school that does have cheer mats to do our run throughs so that the team gets used to throwing them all at the same time.
Not sure what the rules are where you are but it is NOT safe to throw baskets on a hard surface imo.

You've already got your answer.
If you want to throw a basket toss on the gym floor, move a mat big enough to accommodate the toss(es) for the routine.
 
I'm sorry I never came back to update. Nothing has been resolved and I'm still not sure what I'm going to do. But now there is another problem. The coach wants the girls to do a pyramid where 2 girls are held in a prep then they are to hold a third girl in the center, holding her at her knees. Is this legal?

Thanks so much. I've had it with this coach is I will email tomorrow. I'm tired of worrying about how my daughter will be affected. I can't let this go any longer.

Sounds like the coach either has no idea what he/she is doing or has a complete disregard for the rules and the safety of the athletes. I'm going to PM you because I have personal experience that may be helpful.
