If a team receives an at large bid at an early competition but then qualifies for a paid or partial bid - can they accept the better bid? If they can - does the at large bid go to someone else?

The team will be only be able to upgrade if offered the full paid bid. Unfortunately, the at-large bid will then be discarded. If you upgrade from a partial to a full, then the partial is passed down to the next team.
