Tosses must be performed with all bases having their feet on the performing surface and must land in a cradle position. Top person must be caught in a cradle position by at least 3 original bases one of which is positioned at the head and shoulder area of the top person. Bases must remain stationary during the toss.They throw from a toss grip....I think that's the difference
This is incorrect. Even if the arms were at prep level, the distance would be measured as if they were extended.actually the bases arms are UP and are fully extended which makes its shorter than 18inches...now if the bases arms were down lets say at a prep level then there would be a problem.

As per the rules site:
Eighteen Inches Above Extended Arm Level:
The maximum distance allowed between the highest point of a base's extended arm and the bottom of the feet of an upright top person during a release move. Clarification: Release moves where the toss persons "ball-up", tuck, etc, the eighteen inches will be determined by where the top person's feet would be if they were vertical/upright and the legs were straight underneath them.
