That's wild. I got my permit in Oregon years ago on my fifteenth birthday. I just took a written test and I was behind the wheel. With an adult that is but no other restrictions). Then, on my sixteenth birthday I took the driving test and got my license. Again, there were no restrictions whatsoever. Truth is that I'd been driving everywhere since I was about 12 years old anyway. We didn't live in a city though.i find it kind of peculiar that a 16-year-old can get a private pilots license with about ~80 hours of training, but you have to be 18 to have a full unrestricted license in MO, OR, MN, IL, GA , FL, OH, NH, NV, CT, IN, MD, PA, MA, NJ and be 21 in ME and DC
