I would go with any of the following
Photoshop, Gimp, Photofiltre, and Adobe Illustrator.

I personally use Adobe illustrator, but it is such a complicated process to master and isnt ideal for uniforms, but i kinda got the hand of it. The reason i use this because it is vector graphics, not pixel. so when it comes times to print, you send the illustrator file to the printer and it will never be pixelated :)

It would be really fun if Rays got a program uni but then had like one line or section that was different on everyone's and was their color, like the waistband or something!

Isn't this kinda the same Ida as FCA? That would be too cute!!

what would set this over the top amazing for me is if the bottom half of the sleeve was white.

Thanks! I'm used to Photoshop but lost my copy so I'm starting to get hang of gimp now. Where do you get your inspiration from if you don't mind me asking?

So my 13 y/o cp got to work with Cheer Excess in Paris over thanksgiving. They entered a contest and won free uniforms and asked her to submit some designs. (They know she loves to draw etc).

This was one of the designs she came up with (they specified full tops and shorts).
