Did your S4 have a higher score than your J3? We've had second place teams receive full paid bids before because the first place team already had one and our team (in second) was the next highest score.
The EP explained it that was because they thought the S4 looked amazing and the S4 team who won already had a full paid bid. It is possible that the S4 team had a higher score than the Jr 3 that day but I don't think they actually did. What bugged me more was the EP's decision to award the bid to a team that would have competed for free anyway, as it meant it would not cost the EP anything. It all worked out in the end since cp's team got the full paid at the next comp, but the practices of the EP at that comp just felt shady.

Did they actually take the bid away from a team that would have paid to give it to the special needs team? Or was one awarded to the special needs team in addition to the bids they had declared they would hand out? The EP I work for does not hand out US finals bids, but does offer bids to other end of season events. When we are awarding bids to teams during the awards ceremonies, we always award a full paid bid to the special needs team at that time. Their bids do not take away from the number of bids awarded to teams that would have had to pay to compete. Not sure this was the case in your situation, but just wanted to suggest that it may be different than it came across.
