I am new to this forum stuff and I don't see how you can start threads, pose questions, and navigate through this forum. Also if I post a question how will I know when people respond to me? PLEASE HELP I am new to this and cheerleading

You just posted, so you've got that down. At the top if the newbie forum is a post called something like "all newbies read this." Read that and it should answer a lot of your questions.

When you click on the Newbie Forum, there is a button near the top that's titled "Post New Thread". You click that and enter the info.

Before starting a thread I would use the search bar (it's at the top of the screen somewhere) and see if someone already started a similar one. It's better to resurrect an old thread than start a new one on the same topic! :)
