Let's say you are on a level 6 team at one gym and want to go be on a level 5 worlds team and leave the level 6 team...do you need a release?

I thought this only applied if you were going from one Worlds division team to another at a different gym?This even applies if you competed on a Level 1 team and want to go to level 5. You are being released from a program to another program, not team to team.

Sorry. I thought that was understood.It's if you changed gyms and plan on going to Worlds with new gym. The team you were on at old gym is irrelevant.
