All-Star Jamfest Scoring Question(s)

I have notice looking at some results that sometimes at Jamfest you can find Mini 1 teams that are outscore Junior 3 teams. I am no expert on score sheets but I have looked at the Jamfest score grid. To me it looked progressive. For instance Mini 1 teams should only score between a 1-3 (for example sake) on their tumbling -- because the things that would score a 4-5 would be illegal for them to do. And I am not talking about low scores because of deductions.
Am I just totally off base thinking that's how scores should go?

It depends on the competition. Some do percentage of perfection. While the raw score for a J3 would be higher than a M1, the percentage of perfection, which is their final score, for the Mini team may actually be higher.
