Okay so, on the Jamfest website it says that they are giving out 3 full paid bids and 9 at large bids, and on here, it says that they are giving out 9 full paid bids and 12 at large bids, so which one is it?!

That list definitely has the correct bids for Jamfest. 3 paid and 9 at large.

I looked at the change history and @xoSarah corrected it on Dec 31st.
