Event producers pay up to 25K. If it is less, they keep the difference. If it is more, the team pays the difference.

Who keeps the difference? The event producer?
Does the bid money come from the USASF and then is given to the event producer or does the event producer come up with the money?

The 25K amount only represents the maximum cap on what the event producer is allowed to contribute towards the costs of a paid bid team. If sending the team costs less, then the event producer will not have to spend the entire amount (and saves them money.) If sending a team costs more, then the gym must pay the difference.
