It is a skill that is not legal in level 4. So technically yes. It is first allowed in the Restricted 5 division.,

Just kidding i misread the rules.. it's illegal in level4.

One thing to keep in mind is that this is probably the easiest basket to do that is first legal in level 5, which means that it would score at the low end of the level 5 range.
