Nca Summit Bids. 10 Or 11?

Wondering if anyone know why the NCA All Star Nationals main web page says they will give out 11 paid summit bids, but when you open the bid declaration it says the have 10 (2 per level).

Is it 10 or 11?

Saw you updated the website. Just want you to know the flyer you see when you click on, "see what all the hype is about" still says 11 paid and 40 at large.
