Because of the tie, but really they have a rule that says in the event of a tie, the team with the least deductions goes through.
There are international coaches posting asking why this hasn’t been followed as they are not happy!

I feel like this has happened before...maybe not last year, but the year prior. 4 American teams went through and even Canada had a meltdown about it. I don't remember the outcome...other than all 4 US teams still went through, but this isn't the first time USASF/ICU doesn't follow their own rules.

I don't remember which year, but once they announced top 3, but then Wildcats (I think) contested their score and also moved on because they didn't want to tell the 3rd place team that they wouldn't move on anymore.
