All-Star Worlds Performance Orders

Does anyone know how they determine performance order these days? I remember at one time it was claimed to be a 'drawing' by USASF, but we were very skeptical on the validity of that, since the ranked teams always seemed to 'draw' spots in the last half of the order - and no, it didn't include positioning by bid type.

We're watching the drawing live right now - that's where these are coming from.
