I thought you could only full up to two legs in a prep in level 3?

No, it doesn't say anything about 2 leg vs 1 leg, only that a full up has to be at prep level or below:

Twisting mounts and transitions:
  1. Twisting mounts and transitions are allowed up to one twisting rotation by the top person in relation to the performing surface.
    Clarification: A twist performed with an additional turn by the bases performed in the same skill set, would be illegal if the resulting cumulative rotation of the top person exceeds 1 rotation. The safety judge will use the hips of the top person to determine the amount of total rotation a top person performs in a skill set. Once a stunt is hit (i.e. prep) and the athletes show a definite and clear stop, they may continue to walk the stunt in additional rotation.
  2. Full twisting transitions must land at and originate from prep level or below only.
    Example: No full ups to an extended position.
  3. Twisting transitions to and from an extended position may not exceed a ½ twisting rotation.

Crud - I just looked at this and wanted to reword it. It actually doesn't say that a full up has to be AT prep level or below, as I originally said (for brevity's sake); it says that a full up has to land at and originate from prep level or below only. So, then, a full up show and go that starts and ends at prep level or below would also be legal. I just wanted to clarify because, well, I think the distinction is important.
 
Holy wow I love it. It's such an innovative sequence. Most of the time you can predict what a team will do from transition through. This one is so creative. Kudos!!!

So I took the end part of your stunt and went Level 4 with it - my Senior 4 did a 1 1/2 up to prep but did the 2 base switch in like the end of yours - it looks so good! Then, to add the co-ed element, they do co-ed press to lib.


This doesn't help you out because I'm a mom with a kid who isn't on level 3 so when I think of ideals for stunt I don't think for this level. Lol
But that's our j3 from two seasons ago. I thought this stunt was different then most level 3s and I love how they end it and switch from 3 bases to 2. If you don't want to watch the whole video I think you can jump about 35 seconds in.

Full basket, reload to prep, toe touch toss (BSB inspired), catch at prep, full up to extension full down, back walkover out.
Set up, go to prep held at level 1 below smush level entry, full up to prep level stretch, tic toc to opposite stretch, low to high to extended level stretch, cradle.

Then a separate section of legal switch up to body positions, prep level inversion to prone out.
 
my small senior 3 is doing:
front walkover up with a quarter turn by the bases immediate cupie. drop to opposite lib, tick tock to prep level stretch. bump it up to bow, scorp, scale, 1/4 cradle down. reload to the side, full up immediate arabesque, fall to prone, forward roll out. It's a lot, but they do it well!! :))
 
It would be a long stunt sequence, but it covers nearly everything "level appropriate" on the VAS guidelines (aside from single based stunts which in coed you would need separately anyways):

360 to straddle, press up to awesome full down, reload, flyer looks up to crowd, 1/2 up to left leg prep level lib, tick tock to right leg prep level lib straight into 1/2 up to fully extended right leg overstretch or bow, bases move, powerpress with flyer clean to peg leg as bases turn to right 90 degrees, scorpion to scale, bump down to front, front full inversion to floor
