That awkward moment when NCA gives out 8 paid bids & 24 at-large bids (including 2 to teams with partial paid bids & a bunch that were listed as already having at-large bids, like what?) when everything was advertised as 7 & 21.

I don't really care that they awarded 8/24, I just want the industry to have some rules and actually abide by them.

If there is an exception of some kind (like basing it on current year teams instead of last years teams), that's fine, just have it aboveboard so everyone knows in advance.

Why is that so hard?
