I feel when the levels were made.....many years ago, they did not have as many children that had the elite skills, doubles standing fulls, and elite combination passes. SO, as the bar has been raised by all of these children the division of skills between level 4 and 5 has become much broader. They made (open, now restricted) level 5 to give the children with these middle skills somewhere to use them. Huge difference between a layout and a double full.... If they were 12 and over they possibly could go to worlds, some of them are just as good as the level 5 teams I saw there this year. But with the age requirements as they are now, it would be a bunch of junior and youth age kids going to worlds which they were trying to get away from.
