Question About Spotters

I have noticed in watching some cheer competitions on you tube that sometimes a team has additional spotters (men that are not on their team) come out and spot for stunts. Does the team decide if they want these or do some competitions just have them? Sorry if this is a total newbie question but I was wondering. TIA

Some competitions just have them. They work for the event producer.
