Are there any regulations out there on who can actually present their organization as "Allstar Cheerleading"?

Anyone can sign up to be an allstar team at a competition.

That is usually, however in New Jersey there are soooo many rec programs that don't cheer at anything besides competitions. Those to me are allstar teams.Rec teams are usually town based (you have to live within a certain area to join the team) and they do sideline cheers for the towns youth football and/or basketball teams. All star teams are competition only, no sideline, and don't require proof of residency to join a certain program.
